This study examines and analyses the security and foreign policy behaviour of Austria, Finland and Sweden during the first decade after the end of the Cold War. In particular it investigates these countries’ responses to the developments that occurred after 1989 in Europe and within such key institutions as the EU, the WEU and NATO. Drawing on original primary data gleaned from over a hundred interviews held in Austria, Finland, Sweden, Britain and Belgium with a wide range of experts including political leaders, diplomats, military personnel and foreign and security advisers, this book uncovers the political and strategic rationale that has shaped the post-Cold War security and foreign policies of Austria, Finland and Sweden. The author demonstrates that these countries have increasingly participated in the construction of European security but with limitations resulting from their continuing commitment to military neutrality.

Why, despite their similar goals, do the policy preferences of the European Union and United States diverge on so many multilateral issues? To answer that question, Allies at Odds? thoroughly examines recent international efforts in arms control, environmental protection, human rights, and military cooperation. Evidence from 20 separate cases supports the expectations of the realist approach to international politics, which focuses on the role of power above all. Neither cultural factors nor international institutions have as much influence as some expect. This finding was as true during the Clinton Presidency as during the Bush, indicating that focusing on personalities overlooks more substantial and longer-lasting differences between the Atlantic allies.

Terrorist groups with a shared enemy or ideology have ample reason to work together, even if they are primarily pursuing different causes. Although partnering with another terrorist organization has the potential to bolster operational effectiveness, efficiency, and prestige, international alliances may expose partners to infiltration, security breaches, or additional counterterrorism attention. Alliances between such organizations, which are suspicious and secretive by nature, must also overcome significant barriers to trust—the exposure to risk must be balanced by the promise of increased lethality, resiliency, and longevity. In Why Terrorist Groups Form International Alliances, Tricia Bacon argues that although it may seem natural for terrorist groups to ally, groups actually face substantial hurdles when attempting to ally and, when alliances do form, they are not evenly distributed across pairs. Instead, she demonstrates that when terrorist groups seek allies to obtain new skills, knowledge, or capacities for resource acquisition and mobilization, only a few groups have the ability to provide needed training, safe haven, infrastructure, or cachet. Consequently, these select few emerge as preferable partners and become hubs around which other groups cluster. According to Bacon, shared enemies and common ideologies do not cause alliances to form but create affinity to bind partners and guide partner selection. Bacon examines partnerships formed by the Popular Front for the Liberation of Palestine, Al-Qaida, and Egyptian jihadist groups, among others, in a series of case studies spanning the dawn of international terrorism in the 1960s to the present. Why Terrorist Groups Form International Alliances advances our understanding of the motivations of terrorist alliances and offers insights useful to counterterrorism efforts to disrupt these dangerous relationships.

The work of the Civil Service affects every UK citizen, and it performs many of its tasks admirably, despite enormous challenges of delivery in a world of increasing public expectations. The Government has been committed to a programme to increase the skills and professionalism of the Civil Service, including the introduction of the Professional Skills for Government initiative, and restructured the Centre for Management and Policy Studies into the National School of Government. It has also carried out a series of departmental capability reviews to identify areas for skills improvement. The Committee's report examines the implementation of these policies and the progress made to to meet the challenges of managing a modern civil service. Findings include that many of these programmes lack overall coherence, with a clear focus needed on the organisation growing its own talent. Departments should get central aid and encouragement to run internal fast-track schemes, and to equip their staff with suitable vocational or academic qualifications to allow considered workforce planning. The value of external recruitment to improving the Civil Service may be overemphasised, and as a rule, external recruitment should not be taking place at the highest echelons of the service, and should not focus predominantly on the private sector.
